System Level Barriers that lead to difficulty understanding FASDs:

Lack of knowledge about FASD and understanding of how it presents

Inadequate training of providers

Inadequate community education

Lack of diagnostic capacity

Lack of intervention services

 These all lead to secondary characteristics.
